Outlook 2003 running only in safe mode.

You might get the following error:

The only solution that worked for me was to delete C:\Documents and Settings\\Application Data\Microsoft\Outlook\outcmd.dat

This file stores some settings in outlook that you can redo after your program starts in normal mode.
